At the meeting, Chen Zhonghua, director of the National Battery Environmental Protection Engineering Center, member of the Steering Committee of the Beijing-Tianjin-Hebei Alliance and professor of industry of the Yangtze River Delta Institute of Resources and Environment, introduced how to lead and promote the lead-acid battery manufacturers to implement the extended producer responsibility system, build a waste lead-acid battery recovery and supervision system, strengthen the battery life cycle supervision, and create green recycling of batteries and renewable lead. Beijing-Tianjin-Hebei Battery Environmental Protection Industry Alliance introduced the work of promoting the integration of upstream and downstream development of lead-acid battery and recycled lead industry and the tax policy recommendations. After the establishment of the Beijing-Tianjin-Hebei Alliance, the tax issue of waste battery recycling was studied and analyzed in depth. Three symposiums were organized to sort out the tax issue, two reports were made to the Tax Department of the Ministry of Finance, and policy recommendations were reported. Rosen Group and ROSEN SOLAR Energy Technology Co., Ltd. specializing in waste battery recycling, made supplementary reports on the status quo of lead-acid battery industry, difficulties in implementing the extended producer responsibility system and tax issues, as well as specific operational policy recommendations.
Director Gao Yunhu said that after this investigation, we should study feasible tax preferential policies as soon as possible, solve the tax bottleneck problems faced by enterprises in implementing the requirements of the extended producer responsibility system, and carry out the recycling of waste lead-acid batteries, so as to reduce the burden of enterprises. Xu Guoqiao, inspector, said that conducting this special survey is to have a thorough understanding of the closed-loop cycle and the whole life cycle supervision system of the lead-acid battery industry, study and formulate the adjustment plan of the consumption tax of the lead-acid battery industry and the industrial value-added tax on the recovery and utilization of waste lead-acid batteries, further mobilize the enthusiasm of the backbone enterprises and promote the virtuous cycle development of the industrial chain.
The leaders of the Ministry of Industry and Information Technology and the Ministry of Finance fully affirmed the work of the National Battery Environmental Protection Engineering Center, Beijing-Tianjin-Hebei Alliance and Rosen Group in implementing the extended producer responsibility system, strengthening the supervision of battery life cycle, building a green supply chain, and conducting policy research on the recycling and utilization of waste lead-acid batteries. Based on the visit of the National Battery Environmental Protection Engineering Center and the Beijing-Tianjin-Hebei Alliance, the research group of the Ministry of China has actively carried out a lot of substantive basic work on tax policy for the lead-acid battery and recycled lead industry.
